Frontier Regional 911
Frontier Regional 911 (FR911) is the consolidated Public Safety Answering Point (PSAP) for Gillam, Jefferson, Sherman, and Wheeler Counties in Oregon. The agency connects people with vital emergency and non-emergency dispatch services, and they came to Savy for a new website that fully communicated their value and commitment to their communities.

Our design team was tasked with creating a new logo for FR911 that was bold, modern, and effectively communicated the brand. The circular logo includes a custom bold font with unique treatments on the F, R, and E. There is a subtle 1 in the 9 that echoes the other 1s that make up the “911” of the logo. At the top curve of the circle is the brand’s tagline, “We Dare. We Defy. We Deliver.” At the bottom curve are the agency’s coordinates.


Establishing a brand voice ensures cohesion across all written brand communications.
During initial discussions with the FR911 team, we knew they had the important mission of serving as a lifeline that connects people in need with necessary and critical public safety services. We established their voice as genuine, informative, and confident, with differentiators being their use of technology, diverse partner agencies and communities, and tireless dispatch team. This internal document sets the tone for future web and social media content, marketing, and internal communications.

Dual Function Website Design
FR911’s audience varies from agency and county partners to callers and service users. With two segmented groups, the new website needed to be designed to serve both equally. One of the main ways we achieved this was by organizing the navigation by Services and Resources with the addition of the Partner Portal.

Dynamic and easy to navigate.
The fonts, imagery, and distinct sections used throughout were bold and helped to delineate services, service areas, resources, and partner agencies. In addition to lifestyle and regional-specific imagery, we also utilized dispatcher images to help establish a more approachable tone. Overall, the website quickly communicates important resources for community partners and those in need.
On-Site SEO & Copywriting
FR911’s SEO strategy needed to be hyper-local, service-oriented, and stand in line with regional searches for both audience sets (as well as a tertiary audience looking for dispatch careers). High-priority keywords were related to services and resources like “Text-to-911,” “non-emergency dispatch,” and “request public records.” Throughout the site, brand storytelling was also important, as FR911 is deeply committed to serving its communities with trust, accessibility, and transparency.
The overall tone reflected the established brand voice and helped to communicate the necessary information as clearly as possible.
